Combine spices in a small bowl and set aside. In a large frying pan on medium heat, add oil and mince, breaking up big chunks until small. Cook until browned and add spice mix along with water and allow to simmer until the liquid has reduced. Season to taste with salt and pepper.
Meanwhile, add all the salsa ingredients to bowl and stir to combine. Set aside. For the guacamole, add avocado and lime juice to a bowl and mash with a fork until desired consistency. Season to taste with salt and pepper and set aside.
To serve, divide meat and rice evenly between four bowls and top with salsa, guacamole, sour cream and cheese.
